If someone says your heater is finished, these are fair things to ask for.
"Show me where the water is coming from."
Water at the base of a heater comes from five possible places: the relief valve discharge, the supply connections, the drain valve, condensation on the tank, or the tank shell itself. Four of those five are repairs. Only the fifth is terminal, and it's visibly different from the others.
"Which component did you test, and what did it read?"
Elements, thermostats, and thermocouples are testable. A diagnosis of "the element's gone" should come from a reading, not a guess.
"How old is it, and what's the expected life for this type?"
Age doesn't condemn a heater by itself, but it changes what you'd sensibly spend. Both figures should be stated.
"What's the anode like?"
On a storage tank, this is the part that determines the vessel's life. Anyone assessing whether a tank is near its end and hasn't looked at the anode hasn't looked at much.
"What would the repair cost, and what would the replacement cost?"
Both numbers, so you can weigh them yourself.
"If I repair it, what's your honest view on how long it lasts?"
A straight answer here is worth more than a discount.
A contractor who can answer all six is diagnosing. One who can't is estimating — and asking you to fund the difference.
Worth stating precisely, because it's the one that ends the unit and the one most often claimed loosely.
A leak from the body of the tank. Not a fitting, not a valve, not a connection above it — the shell itself.
Storage tanks corrode from the inside. A glass lining protects the steel, and a sacrificial anode rod corrodes preferentially to protect that lining. When the anode is spent and the lining is breached, the steel begins to go — silently, over years, from a surface nobody can inspect.
By the time water appears through the tank wall, the failure is complete. There's no repair. Welding, sealants, and patches on a pressure vessel that heats and cools daily are delays with a worse ending.
What it looks like

Isolate the cold feed, switch off power or gas to the unit, and call. That heater is being replaced, and the only remaining decision is what replaces it.
Electric with no hot water: check the breaker, then the reset button on the upper thermostat — it trips on overheat and is a common find. Gas with no hot water: check the pilot and whether other gas appliances are working.
And if only one tap has no hot water, it's almost certainly not the heater — that's a mixer cartridge or isolation valve at that fixture. Say so and save yourself the wrong visit.
Most of them, and on a sound unit they're parts and an hour.
Water far too hot, nowhere near hot enough, or wildly inconsistent. Common, inexpensive, fast.
One element fails and you get lukewarm water or a much smaller usable volume. Both fail and you get cold. Elements are consumable parts — replacing one is routine, not evidence the unit is finished.
The pilot lights and won't stay lit. Among the most common gas faults and one of the cheapest to fix.
More involved, still component-level work.
The valve doing its job, or the valve itself failing. Either is addressed — and it is never capped or plugged.
Water on or beside a heater frequently comes from the plumbing rather than the vessel.
Hot and cold mixing inside the tank, giving you noticeably less hot water than the tank size suggests. Repairable, and frequently misdiagnosed as capacity loss or a failing tank.
Rumbling, reduced efficiency, slow recovery, and lost capacity. Flushing addresses it.
The highest-value preventive replacement there is, because a fresh anode extends the life of the tank itself.
Scale, flow sensors, ignition faults, and error codes are all component-level work.
Not delivered as a verdict.
The unit is within its service life, the fault is a component, there's no tank corrosion, and it has been meeting demand.
The tank has failed, the unit is past its expected life with a significant fault, it has never met demand, repairs are becoming a pattern, or there's visible corrosion at fittings and the base.
The anode rod is the highest-value maintenance item on a storage heater, and almost nobody checks it.
A sacrificial metal rod in the tank, deliberately more reactive than the steel around it. Corrosion attacks it instead of the tank lining. It's designed to be consumed.
Nothing dramatic, immediately. Corrosion simply moves to the next target — the tank — and the countdown to a leaking shell begins.
